| Description | Community Planning, Collaboration and the Third Sector 2010 is proving to be a year of considerable change. The climate we are working in is altering, and many of us are thinking about the future - the future of our service users, members and clients, the future of our organisations and the future of the Third Sector as a whole. Fife's Community Planning partnership is also looking to the future, and is in the midst of developing a new Community Plan for Fife which will run until 2020 - this plan will lay out the vision of the type of place Fife will be to live and work over the next ten years. The Community Planning Partnership also want to include the views of Fife's Third Sector in the next Community Plan. Given the above, CVS Fife would like to invite you to this important event. This event will give you the opportunity to have your say on the new Community Plan for Fife and consider how voluntary, charitable, social enterprise and community organisations can work together to respond to some of the challenges and opportunities that lie ahead. Who Should Attend? This event will be relevant to representatives from across the Third Sector in Fife. Whether your organisation is large or small, or if you are a paid staff member, volunteer or Board member, the new Community Plan will matter to you as it will set the policy and, ultimately, the funding direction for the next ten years. In addition, we believe the challenges and opportunities that lie ahead for the Third Sector call on us to take our collaboration further and form a Third Sector Strategy Group - a group made up of a range of representatives from our sector which can provide a strong voice and develop our connections to partner organisations in the Public Sector. Information on a RIGHT blether
You may already have heard about a RIGHT Blether consultation which was launched on 29 March 2010 on behalf of Tam Baillie, Scotland’s Commissioner for children and young people in Scotland.
The purpose of the consultation is to hear the views and opinions on what issues are important to children and young people across Scotland. This information will inform Tam’s work over then next four years.
What’s happening in Fife?
Local activity to feed into the RIGHT blether is being coordinated via the Big Shout organisation, chaired by Duncan Simpson from Community Services, Fife Council.
Events include a proposal to use all schools across Fife as polling stations to that pupils can complete ballots papers voting on preferred priorities. Voting is due to take place week commencing Monday 8 November 2010. An event is being planned for 9 November to bring together views gathered in other areas and Tam Baillie will be attending.
What can you do now?
Several groups, establishments and individuals in Fife have already signed up to the database held at the Scottish Commissioner’s Office. The Big Shout is urging all voluntary organisations who work with children and young people to sign up to the database, encourage children and young people to take part in the consultation or arrange an activity to link in with the consultation.

ENABLE Scotland is aiming to deliver a Big Plan in Fife once again.
After the success of The BIG PLAN in Fife earlier this year, ENABLE Scotland has successfully managed to secure the funding to deliver two more BIG PLAN’s. The first is scheduled for November 2010.
The BIG PLAN brings a group of young people, their friends and families together to explore and plan for their futures. The Big Plan is based around the following question:
“What would it take for this man or woman to have an interesting, fulfilling life where they can get to know people who would become their friends and are able to make their contribution to their local community.”
Using person-centred planning tools each young person is supported to develop an action plan to achieve their goals and dreams.
ENABLE Scotland would like to hear from anyone who is interested in becoming a volunteer Family Supporter: full training and expenses will be provided. Similarly, if you or your family or if you know of anyone who is about to undertake any form of transition and would be interested in taking part in the BIG PLAN please contact us.

Peer Support Fife is delighted to announce their successful application to the ACE - Achieving Community Empowerment - programme run by the Scottish Community Development Centre. They will be supported over a 12 month period with mentoring, developing learning materials, sharing knowledge, experience and learning with other participating projects. There will be 12-14 groups throughout Scotland benefiting each year from this project which will run until 2014. It is particularly aimed at emerging community groups, helping them to build capacity. Structured workshops will focus on 4 key considerations in effective community action: assessment, planning, doing and reviewing.

Clued Up have been offering their youth friendly substance misuse information and support service to young people in Kirkcaldy since 1994, alongside their Fife-wide homeless service and their work in partnership with the Zone in the Benarty area. Clued Up are now providing their services in the Dunfermline and South West Fife area to young people aged between 12 and 25. Clued Up's Development Worker will be offering one-to-one provision, group work, detached work, the Mobile Alcohol Intervention Team service and work within local schools, with the aim of ultimately also offering drop-in provision. This service is being funded by the Fife Alcohol Partnership Project and the Robertson Trust.

Glenrothes & North East Fife Community Health Partnership now has its own website. It includes a search for local GPs and pharmacies, information on services (as provided) and on building projects, etc.
The CHP hopes that the site will evolve over time and become a useful reference for information on the CHP and its services for both the public and staff & is also keen to have more local input to the site to ensure service information is current and appropriate.

Increasing public concern about re-tendering of social care services in recent months, and calls for greater scrutiny over commissioning from CCPS and other concerned organisations, have resulted in plans by Audit Scotland to undertake an audit of social care commissioning in Scotland.
Audit Scotland's planned programme for 2010-11 includes a performance audit which intends to assess the reasons for the variations in local social care commissioning practices, how decisions to re-tender are made, and highlight whether good practice principles are being applied. The planned audit also aims to explore the costs and different sectors involved, including the voluntary sector.
This move by Audit Scotland follows strong representations by CCPS both directly to government, and through the Local Government Committee of the Scottish Parliament, whose Convener Duncan McNeil MSP recently backed CCPS' calls for more scrutiny of competitive tendering in care.
According to its website, Audit Scotland has set out its plans as follows: "When commissioning social care, councils must ensure that they focus on the varying needs of often quite vulnerable people, the outcomes to be achieved, human rights and equalities as well as complying with procurement legislation and regulations."
CCPS hopes the proposed performance audit will be confirmed shortly by Audit Scotland, and anticipates working closely with Audit Scotland, and other interested parties, on this area.

Fife Employment Access Trust (FEAT) have over 16 years experience supporting people with experience of mental health problems to return to work, whether this is a short or longer-term aim.
We have recently developed a digital element to our work, with the development of an interactive website (www.digitalfeat.com), a mobile phone application and 2 touchscreen modules that will travel around different venues across Fife as a tool to promote positive mental health and raise awareness / reduce stigma about mental ill-health.
We are keen to merge the traditional and digital services to the benefit of your service users. We can offer free personal development courses to individuals and groups to boost confidence, self-worth and positive thinking, with a range of courses available (STEPS, STARS and Living Life to the Full Cognitive Behaviour Therapy). If your organisation can identify interested individuals or groups from within your service users, we would be delighted to include them in a forthcoming session, or run an in-house course where you have a number of potential candidates. The ACE Programme is designed to provide hands-on developmental support to community groups so that they can improve their skills and confidence to carry out community activity and become more effective organisations. This is important because the more effective a community organisation is, the more likely it is to be able to influence decisions made about their community and improve the quality of life for local people. The support provided will help groups to make thorough assessments of the needs and issues they want to tackle, create project plans to address these needs, identify who can help to carry out the plan, and assess what changes have taken place as a result of group activities and what has been learned from the experience.
The ACE Programme is paid for by the BIG Lottery Fund and is managed by the Scottish Community Development Centre (SCDC).

The Scottish Government has announced its intended changes to the charity accounting regime which is currently applicable to Scottish charities.
It is important to note that many of the changes are very simple – many correct typographical errors and others seek to make it easier to interpret the requirements of the current regulations.
Some changes however do have a more significant impact on charities of a certain size and legal form and are being made to try to reduce the burden of regulation on smaller charities in particular.
We would stress, however, that the changes do not take effect until 1 April 2011. Therefore, charity trustees should continue to follow and comply with the existing regime for charity accounts under the Charities Accounts (Scotland) Regulations 2006.

The Employee Counselling Service provides confidential advice and support to employees through a freephone telephone number (24 hours per day, 7 days per week) and appointments can also be booked for structured counselling calls.

For example, approximate prices are: up to 25 employees the cost per employee is £27 per annum; with up to 50 members it comes down to £21 per employee and up to 75 members, just £18. (Based on 2009 prices)

The risk of fraud is not unique to charities, but the nature of the relationship which charities have with the public make the prevention and detection of fraud of particular importance. Both individual charities and the sector as a whole, will suffer from the reality and the perception of any fraud which damages public confidence.
It is the trustees of the charities who are primarily responsible for the prevention and detection of fraud in relation to their charity, whether they are a small voluntary organisation or a large national employer. However as the regulator, OSCR has a critical role to play in the prevention and targeting of action in relation to fraud.
OSCR are therefore publishing a dedicated Anti Fraud Strategy which sets out their approach to combating fraud. OSCR aims to balance charities’ own responsibilities with their role as regulator. They aim to focus on prevention through education and intelligence without ignoring the importance of swift and appropriate intervention where necessary.
The Strategy is published on the OSCR website, and you are advised to draw it to the attention of your own members, clients and key stakeholders.

Mental Health Co-ordinators (MHCs) were introduced to Jobcentre Plus districts in November 2009 as part of a package of measures resulting from the Departmental review, ‘Realising Ambitions’. The new role has been designed to strengthen support for JSA customers with mild to moderate mental health conditions and to improve the help and advice available to people with a mental health condition to find work.
MHCs will develop partnerships with key stakeholders currently providing mental health services. They will work with local authorities, NHS Health Boards and voluntary and private-sector mental health specialists to promote the services that support people with a mental health condition.
MHCs will act as champions for mental health issues within their districts, helping to ensure advisers have up-to-date information about local mental health services. They will also help advisers to signpost customers to local support that may help them in their return to work.

Who are we and what do we do?
We are a newly formed team made up of a Lead Officer, Quality Assurance Officer, Training and Development Officer, and Admin Assistant. Our overarching objective is to support the implementation of the Adult Support and Protection (Scotland) Act 2007 and the core functions of the Adult Protection Committee. The Adult Protection Committee is a partnership of Fife Council, Fife Constabulary and NHS Fife and also has representation from the voluntary sector.
Broadly, we aim to raise awareness of the Act and its purpose, to provide information, guidance, training and advice to anyone who needs it. In addition the team will promote good practice and establish processes to measure improvements in practice, with the overall aim of reducing harm and ensuring the rights of “adults at risk” in Fife.
What is the Act about?
The Act introduces measures in relation to adults who are at risk from harm, whether this is physical or psychological harm, neglect, sexual abuse or financial exploitation. The intention is to help identify and to support adults at risk and to achieve an appropriate balance between the rights of individuals to live their lives as they wish, to provide support to them when they need it, and to provide the means to reduce the risk of harm.
Involving adults at risk
We are committed to involving service users in the development of adult protection practice in Fife. We want to hear their views and take them into account in our work. With this in mind we plan to hold a service users and carers conference on 17th June 2010. It is hoped this will alert people to the benefits of this new legislation, help reduce harm through raised awareness and provide us with an opportunity to hear peoples concerns and ideas around adult protection.

FEAT delivers individualised employment advice, support, training and assistance to people who have experience of mental health problems. We also work closely with employers to increase workplace support and opportunities for people with mental health problems.

SUPPORT ASSISTANT - Night Shift (20 hrs per week) (REF FIFE/031)

The successful candidate will provide night shift cover in partnership with a team providing support to a young man in his own home. This will involve supporting in areas such as his personal care and welfare overnight.

| Description | Long Term Conditions Alliance Scotland (LTCAS) aims to bring together hundreds of voluntary and community organisations across Scotland to create a national voice and to ensure that the interests and needs of people living with long term conditions are addressed. As part of Scotland’s first Self Management Week, (4 – 8 October) LTCAS is hosting a showcasing event to highlight the work of the 81 projects funded through the self management fund for Scotland. Delegates will have the opportunity to participate in interactive workshops, taster sessions and much more. Nicola Sturgeon, MSP, Cabinet Secretary for Health and Wellbeing will meet with and address delegates at this event. The Cabinet Secretary will be joining us from 10am – 10.45am Scotland's first Self Management Week takes place on 4 – 8 October 2010. | Description | The programme contains a wide range of free training courses which are open to all staff and volunteers from public and voluntary sector organisations in Fife. The aim is to provide workers with the opportunity to develop the skills, knowledge and confidence to improve the health and well being of local people, and to reduce health inequalities. Training course topics cover key local and national priorities such as mental health and suicide prevention, drug and alcohol awareness and tobacco issues. Core skills courses on topics such as health behaviour change and group work skills are also available. There are several new courses in this edition of the training programme. For example the section on food, health and physical activity includes new courses on ‘Child Healthy Weight’ and ‘Seated Exercises for the Frail Older Adult’. The courses themselves are interactive and use a variety of methods from presentations to group work sessions. Feedback from participants indicates that they appreciate the opportunity to gain information and share ideas in a relaxed atmosphere and setting. The chance to network with people from other organisations is also highly valued. ‘I enjoyed the information sharing, acquiring new knowledge and meeting a variety of people all enriching the experience.’ ‘Very good and very informative, relaxed, very well presented’ ‘The courses have helped me improve my practice and have given me further information on how to approach and deal with problems I might encounter in the course of my job.’ The training programme is managed by Health Promotion Fife and is delivered in partnership with numerous NHS Fife, Fife Council and voluntary sector organisations and services. The Preparation course is intended to give potential volunteers more information about the disabilities the children may have and about the service we provide to support them and their families. Before volunteers can proceed several checks and references require to be made and also an assessment of their own skills and abilities. If you are wanting to provide support in your own home checks and references are required of all adults living in the home and they will also be involved in the assessment. Fife Rape & Sexual Assault Centre is currently seeking a volunteer to fill a vacancy on its Board of Directors. There is a need for a Treasurer to begin as soon as possible.
FRASAC is based in Kirkcaldy but covers the whole of Fife. We are an independent voluntary organisation which offers a range of free and confidential support services to anyone, male or female, who has been raped or sexually assaulted at some point in their lives.
The overall role of the Treasurer is to maintain an overview of FRASAC’s affairs, ensuring its financial viability and ensuring that proper financial records and procedures are maintained. Our accounts are currently completed using the SAGE software package.
Board Meetings are held on a Tuesday evening from 6.00pm – 8.00pm every 6 weeks.

The British Red Cross is at present working from a temporary address in Dunfermline. We are waiting to move into new premises in central Fife in the near future. But at this moment, we are actively recruiting volunteers to help with our Fire and Emergency Support Service (FESS).
The FESS provides the public with help and support in the immediate aftermath of being evacuated from their homes, due to an emergency such as a fire or flood. Using a specially adapted vehicle, skilled Red Cross volunteers will attend the scene of an emergency and provide shelter, clean clothing, toilet and hot shower facilities, as well as the use of a telephone to contact friends, relatives, insurers etc. Volunteers will also be trained to provide emotional support and practical advice on what to do, following this moment of crisis.
This role requires a degree of physical fitness. Drivers capable of driving a larger vehicle (Fiat Ducato - raised roof,long wheel base)are being actively sought although this is not essential.

There are some fantastic young people in Glenrothes who need your help!
The "Y" (YMCA-YWCA) in Glenrothes is looking for adult youth volunteers to help out Wednesday, Thursday and Friday nights to deliver a wide and varied programme of activities at the North Street Community Centre. A full programme of volunteer training modules will be put on to assist in the development of volunteers. Full enhanced disclosure checks will be carried out for each person before final acceptance.
Youth volunteering needs people with real enthusiasm and a lively personality, preferably with artistic, sporting and/or musical talents. "Y" Director Mary Hill said "We can guarantee plenty of variety and a real satisfaction from knowing that you are helping local young people in Glenrothes ". She added "There are many activities that the "Y" runs, but simply not enough volunteers. Young folk in Glenrothes are vibrant, talented and great fun - there's lots to do at the "Y" but we need people to help. Youth work experience is preferred but not essential.

Greener Kirkcaldy is a new charity that helps local people to be environmentally friendly. It has recently opened an Advice Centre on Kirkcaldy High Street which provides tailored advice to members of the public about how they can reduce their carbon footprints and their fuel bills. To help with community outreach events, for example at stands at events and who can give advice to members of the public about energy-smart thinking, eco-friendly food choices, greener transport options and waste reduction.
All volunteers should have a good knowledge of environmental issues and a commitment to being environmentally friendly. Excellent verbal communication skills and experience of working face-to-face with the public are also essential.
