The Glenrothes and North East Fife Local Mental Health Partnership has approved a proposal to employ two part-time self-help coaches to help those with mild to moderate mental health problems such as anxiety and depression.
This is very much a partnership between the statutory and voluntary sectors and the LMHP wishes to commission a voluntary agency to host the project which will run for 12 months in the first instance. Clinical supervision and initial clinical training will be provided by NHS Fife psychology services.

I'm sure we have all found the images from the earthquake in Haiti on our TV screens and in the newspapers very harrowing. Of course the images we are seeing are but nothing compared to the reality of the situation that the population of Haiti are currently facing. Even before the earthquake Haiti was one of the poorest nations in the world and obviously the earthquake has made the situation so much worse for everyone.
Updates
It has proven difficult in the first week to get support and aid to those parts of the island most affected by the earthquake though over the weekend it appears that the means of distributing aid is improving and there are signs now that the aid is beginning to get through to where it is most needed.
Though governments are providing support, much of the aid and many of the relief workers are funded through charities and charitable donations. The main purpose of this ebulletin is to encourage you to consider how you, your colleagues and the organisation you work for might support those charities who are working in Haiti to alleviate the effects of the earthquake.
There are over 700 Voluntary Organisations working in Fife. On average each of these organisations will have around a minimum of ten personnel - Volunteers/Management Committee Members/Staff Members - giving a potential of 700 Voluntary Organisations and 7,000 individuals. If every organisation donated £50 and every individual donated £1, between us over £42,000 would go towards alleviating the suffering Haitians are currently experiencing - a significant contribution.
Please consider this and remember no donation is too small. Any donation can be sent via the Disasters Emergency Committee (a collaborative of overseas aid charities including Oxfam, British Red Cross, Christian Aid, Save the Children):

Our Engagement In Employability project is hosting a conference: Measuring Soft Outcomes The aim of the event is to build confidence and skills around identifying and expressing soft outcomes and to explore how to present and report on outcomes. The event will be facilitated by Alan McGregor, Director of the Training and Employment Research Unit (TERU), and Professor of Economic Development at the University of Glasgow. Following our successful Stakeholder Survey 2009, which produced a wealth of information about Voluntary Health Scotland’s relations with the voluntary sector, we are now aiming to find out more about the sector’s ability to influence health policy at both national and local levels, and our role in this process.
With this aim in mind, and because of our commitment to continuously improving the services we are providing to the Scottish third sector, we at VHS have created the ‘Influencing the Scottish Health Policy agenda: the voluntary and community perspective’ survey.
Its purpose is to provide valuable insight into the voluntary sector’s level of involvement in health policy making at different levels, and the level of help that we are providing.
We strongly encourage you to take part in the survey, and help VHS provide better access for policy makers to the Scottish voluntary sector.

We have received 77 entries for the Fife Partnership Excellence Awards and judges have started the first stage of their deliberations.
Thank you to everyone who sent in entries, celebrating public sector work in these challenging times.
We will write to all the teams who entered by 26 March to let you know if your project is through to the second round of judging.
In the next stage a team of 14 independent judges will be whittling the projects down to just a few excellent finalists in each category. This year we’re delighted to have judges from a range of local organisations that are closely connected, in different ways, to our work.
Those bringing a critical eye to the projects and teams will include representatives from Fife Chamber of Commerce, Johnston Press Group, the Dunfermline Press, the Improvement Service and Quality Scotland.
Finalists will be announced week commencing 10 May.

Positive Scotland is a partnership project between Waverley Care and Terrence Higgins Trust, and has been funded by the National Lottery. An integral aspect of this service is a new employability officer working with people living with and directly affected by the blood borne viruses HIV and Hepatitis C operating in Borders, Fife and Lothian. The Employability Officer will be Rik Hodgson.
Rik will be offering support into employment, education, training and volunteering. Rik will also offer employers and other agencies and organisations training and support around HIV and Hepatitis C and employing positive staff and legal responsibilities.
The majority of people living with Hepatitis C contracted it through sharing injecting equipment, and it is anticipated that as many as 40% of all current and ex-injecting drug users are Hepatitis C positive. It is anticipated that approximately 1% of the population in Scotland has Hep C and about 0.1% have HIV. In Fife, these figures equate to about 3600 people living with Hepatitis C and about 360 people living with HIV. This service also aims to support those directly affected by these viruses, such as carers, partners and families.
People living with these viruses have serious concerns around their confidentiality due to the pervasive stigma that still exists and is directed towards people infected. Because of this stigma affected individuals often have mental health issues; in fact depression is twice as common in people living with HIV than the general population. Indeed, even the treatments for these viruses are known to cause depression.

Launch of new promotional video
Several community groups involved in Digital Fife came together just before Christmas and made a promotional video . This was timed to be launched at the recent Digital Campaiging Training event held on the 8th February.
The video was made by members of Linton Lane Grey Panthers Group in Templehall Kirkcaldy . High Valleyfield Learning Centre , Diabetes Fife ,Glenrothes Art Club and Beatroot an African drumming group who provided the music.
The short video is a really effective way to get across how the groups are using the technology to strengthen what they do.

The risk of fraud is not unique to charities, but the nature of the relationship which charities have with the public make the prevention and detection of fraud of particular importance. Both individual charities and the sector as a whole, will suffer from the reality and the perception of any fraud which damages public confidence.
It is the trustees of the charities who are primarily responsible for the prevention and detection of fraud in relation to their charity, whether they are a small voluntary organisation or a large national employer. However as the regulator, OSCR has a critical role to play in the prevention and targeting of action in relation to fraud.
OSCR are therefore publishing a dedicated Anti Fraud Strategy which sets out their approach to combating fraud. OSCR aims to balance charities’ own responsibilities with their role as regulator. They aim to focus on prevention through education and intelligence without ignoring the importance of swift and appropriate intervention where necessary.
The Strategy is published on the OSCR website, and you are advised to draw it to the attention of your own members, clients and key stakeholders.

Mental Health Co-ordinators (MHCs) were introduced to Jobcentre Plus districts in November 2009 as part of a package of measures resulting from the Departmental review, ‘Realising Ambitions’. The new role has been designed to strengthen support for JSA customers with mild to moderate mental health conditions and to improve the help and advice available to people with a mental health condition to find work.
MHCs will develop partnerships with key stakeholders currently providing mental health services. They will work with local authorities, NHS Health Boards and voluntary and private-sector mental health specialists to promote the services that support people with a mental health condition.
MHCs will act as champions for mental health issues within their districts, helping to ensure advisers have up-to-date information about local mental health services. They will also help advisers to signpost customers to local support that may help them in their return to work.

Who are we and what do we do?
We are a newly formed team made up of a Lead Officer, Quality Assurance Officer, Training and Development Officer, and Admin Assistant. Our overarching objective is to support the implementation of the Adult Support and Protection (Scotland) Act 2007 and the core functions of the Adult Protection Committee. The Adult Protection Committee is a partnership of Fife Council, Fife Constabulary and NHS Fife and also has representation from the voluntary sector.
Broadly, we aim to raise awareness of the Act and its purpose, to provide information, guidance, training and advice to anyone who needs it. In addition the team will promote good practice and establish processes to measure improvements in practice, with the overall aim of reducing harm and ensuring the rights of “adults at risk” in Fife.
What is the Act about?
The Act introduces measures in relation to adults who are at risk from harm, whether this is physical or psychological harm, neglect, sexual abuse or financial exploitation. The intention is to help identify and to support adults at risk and to achieve an appropriate balance between the rights of individuals to live their lives as they wish, to provide support to them when they need it, and to provide the means to reduce the risk of harm.
Involving adults at risk
We are committed to involving service users in the development of adult protection practice in Fife. We want to hear their views and take them into account in our work. With this in mind we plan to hold a service users and carers conference on 17th June 2010. It is hoped this will alert people to the benefits of this new legislation, help reduce harm through raised awareness and provide us with an opportunity to hear peoples concerns and ideas around adult protection.

The purpose of this consultation exercise is to seek comments on draft guidance on social care procurement.
The draft guidance provides a framework for social care procurement in Scotland. It outlines the legislative and policy context and provides guidance on useful ways to structure and conduct social care procurement activity. It also defines a set of "Guiding Principles" which should govern the procurement of social care services in Scotland.

This week saw the launch of a new national marketing campaign to further promote Modern Apprenticeships (MA) and raise awareness of the new £1000 grant available to businesses. The new grant was announced by Scottish Government on Monday 11 January and is available to businesses of any size and a range of sectors. This is an incentive for businesses to employ a new apprentice of any age.
The campaign will feature in a variety of media – including national and local press, radio, online and outdoor media.
The campaign will highlight the benefits of the MA programme and of work-based vocational training along with detailing the short-term £1000 grant. It will contain a strong call to action for businesses.

Under recent guidance from the Association of Chief Police Officers (ACPO) local police forces have been charging community arts and music events for the cost of policing.
Any community event with a stage / entertainment license , a few stalls and stewards is at risk from the police charging for their services. These events are often run by volunteers on shoestring budgets and cannot afford the charges. A number of events are under threat of closing / not happening in future years.
Community events promote community cohesion, encourage community engagement and are generally a force for good in society, these are all key national indicators for the department of culture media and sport (DCMS).
We urge the government / home office to stop the police charging these events for policing costs.

Fife Families Support Project (FFSP) has launched a series of ‘Outreach’ sessions at the Adam Smith College, Leven, and the Auchmuty Learning Centre, Glenrothes, with the aim of identifying people who provide such support and to signpost them to relevant services. Colin Orr, Carer Information Worker at FFSP, said that setting up a stall in community venues might reach carers who do not have contact with mental health services. He is keen to look for opportunities to work with Voluntary and Statutory agencies to try and increase the amount of relevant information available to informal, unpaid carers The ‘Outreach’ sessions will take place:

During the plenary session of Going Forth we heard from NHS Health Scotland about a healthy weight outcomes framework being developed. We also heard from the Scottish Government about a new, long term strategy to be launched in 2010 – The Obesity Route Map. In addition to this, some people at the conference had the opportunity to further explore and contribute to the development of the healthy weight outcomes framework, in one of the workshop sessions. Community Food and Health (Scotland) are now hosting an event on the 17th of March, in collaboration with NHS Health Scotland, which will provide an opportunity for community food initiatives to further contribute towards the development of this ‘Healthy Weight Outcomes Framework’ and also hear more from the Scottish Government about Preventing Obesity and Overweight: A Route Map Towards Healthy Weight. | Description | Last year our Poets’ Market attracted upward of 400 visitors and saw sales of over 300 books, pamphlets, journals and magazines. We plan to run a similar event this year; again bringing together a wealth of poetry under one roof. The Town Hall is at the centre of St Andrews, only five or ten minutes walk from all the StAnza venues. The Poets’ Market takes place on the ground floor where participants display and sell magazines, pamphlets, chapbooks, postcards, poetry artwork and CDs. Handouts, tasters, flyers, special offers, cheap or free offers and past editions are welcome. Small presses sell books, anthologies and collections associated with their brand-name. This is more than a market in the ordinary sense and it is hoped that editors, authors and publishers will be on hand to interact with the visitors, speak about their work, discuss visitors’ interests in poetry and give advice. StAnza undertakes the overall organisation, leaving individual stalls, approximately one metre square, managed by stallholders or their representatives, who organise, display and sell their own publications. We are now ACCEPTING APPLICATIONS from publishers, magazines, pamphlet publishers and small presses. Entry is free to contributors and to the public. Protecting ‘adults at risk’ is a key objective of central and local government. There are several acts which offer various safeguards – the 2007 Adult Support & Protection Act, the 2000 Adults with Incapacity Act, the 2003 Mental Health (Care and Treatment) Act and the most recent 2007 Protection of Vulnerable Groups Act – such that it can sometimes be hard to decide which is the most appropriate or useful piece of legislation to enact in a given situation. Practice is starting to suggest that it is important in many cases to consider a whole range of interventions from these Acts in order to effectively support and protect some of the most vulnerable individuals in our communities. This conference aims to look at the support offered by a breadth of legislation, to consider how organisations are working together under the various acts to protect ‘adults at risk’ and, via use of actual case examples, consider how and when to use which Act in particular cases. | Description | What is Mindfulness? Mindfulness very simply put is being fully aware in the present moment. It is about being in touch with what is going on, both inside ourselves through our feelings, thoughts and physical sensations, and outside ourselves through our connections with other people, nature and the environment. Most of us live busy and stressful lives where we are under pressure to get things done or be somewhere by a certain time. Our minds are full of what needs to be done or even sometimes going over what has been. We rarely pause to appreciate the present moment. This constant ‘busyness’ if not relieved, can lead to various health problems. Both physical and mental health along with general well-being can be improved by mindful practice and the qualities of mindfulness can be developed in our lives in the same way as learning a new skill. The basis of this training is the 8 week course described by Jon Zabat Zinn in the book “Full Catastrophe Living”. Mindfulness can help you:

Who should attend? Anyone who is interested in mindfulness, keen to develop a regular practice and interested in bringing a mindful attitude into their working lives. The 8 week course in mindfulness is designed as an introductory course. | Description | Linked Work Training Trust (LWTT) in partnership with the Scottish Social Enterprise Academy (SSEA) are offering leadership training for the CLD practitioners leading to the Institute of Leadership and Management (ILM) Award at Level 5 (SCQF Level 8/9). This is being funded by Scottish Government’s Upskilling the CLD Workforce initiative and supported Lifelong Learning UK (LLUK) and there is no cost to those participating in the programme. As part of the package those who take up the opportunity will be registered for the award with the Institute of Leadership and Management. The joint statement on community learning and development from Scottish Government and COSLA, the Scottish Community Empowerment Action Plan, the establishment of the CLD Standards Council for Scotland and the increasing interest in partnership working and community engagement has highlighted the need both for strong leadership and for an effective training and support programme. The current economic climate and its impact have added to this need so this is a good personal and professional development opportunity for CLD practitioners. | Description | An exciting opportunity has become available in Fife to train new trainers to deliver the SHARE Special training. The aim is to increase the current pool of Fife trainers to meet the demand for this training. SHARE Special provides curriculum materials on Sex and Relationships Education for young people with moderate or severe learning difficulties and/or autistic spectrum disorder (ASD) in educational settings. The materials can be used as a stand alone programme in special schools, colleges or special needs units; they can be used to support a Sex and Relationships Education programme in mainstream schools for pupils with special needs; or they can be used alongside the SHARE Programme (which is widely used in Scotland). The training for trainers requires attendance at 3 training days as detailed above. We expect new trainers to have the commitment to deliver a one day training course at least once a year. This training will provide an excellent opportunity for personal development and may also complement your organisation’s health improvement remit. Therefore, agreement from your line manager will be required. Those who complete the “training for trainers” course successfully will join an existing team of Fife sexual health trainers. All trainers will have the option of co-delivering the course with others from this team. The SHARE Special training courses themselves, are organised and administered as part of the existing sexual health improvement training programme, managed by the Blood Borne Virus and Sexual Health team. If you are interested in becoming a trainer for this course please contact me by March 12th 2010, I will forward out an application form. Short listed applicants will be asked to provide written confirmation from their line manager agreeing to their commitment to be realised for facilitating a one day training course once a year, for a minimum of 3 years.
