2008 was a busy and successful year for the Fife Partnership.
In August 2008 the Partnership signed its first single outcome agreement (SOA) with the Scottish Government. Fife’s SOA identifies priorities and areas for improvement that will deliver better outcomes for the people of Fife.
For the first time, the agreement brings together priorities from Fife’s community plan and contributions to the delivery of outcomes by Fife’s community planning partners. The Partnership also reviewed its organisational structure to ensure that it is geared up to delivering both the community plan and the single outcome agreement.
But most importantly, partners continued to deliver real improvements for the people of Fife. Some of these achievements are described in this report.
A highlight of the year was the success of the Anne Frank + You Festival in winning a COSLA Excellence Award in the Community Planning and Local Democracy category. The project brought together young people and service providers to challenge discrimination, racism and disrespect. This exciting initiative showed how much can be achieved with enthusiasm, imagination and a commitment to work in partnership to improve people’s lives.

The University of Strathclyde is undertaking a three-year study looking at the extent to which campaign groups and voluntary organisations in Scotland make use of Freedom of Information (FOI) legislation.
FOI could be a valuable tool for many voluntary organisations, but to date the Scottish Information Commissioner has reported suprisingly low rates of appeals to his office from the sector. To help understand some of the barriers encountered by voluntary organisations seeking information from public authorities, Strathclyde University is conducting this short survey and would like to find out your views.

As you may be aware, the Justice Committee of the Scottish Parliament met on 3 June to consider an amendment order to the Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Order 2003. You will be pleased to note that the Committee approved the amendment. Pending parliamentary procedure, the amendment is expected to come into force on 29 June.
Background
Following audit compliance work by Disclosure Scotland, it came to light that some positions fall outwith the criteria to access enhanced disclosure checks as set out in current legislation. The problem stemmed from having no defined meaning of a “social care service” for persons working with adults at risk. Some examples of the positions affected include providing advocacy support services, befriending, social inclusion-type support, homelessness, and where services are provided due to age or condition i.e. due to disability, health or age-related circumstances.
The intention remains that eligibility for the higher levels of disclosure check should be proportionate in relation to the work to be undertaken. Scottish Ministers have therefore expedited a legislative solution that would act as a bridge between the current legislation and the introduction of the Protection of Vulnerable Groups (Scotland) Act 2007.
Changes
The effect of these changes will be to ensure that organisations providing “social care services” which involve staff (paid or voluntary) in positions having unsupervised one-to-one contact with an “adult at risk” as part of their normal duties can legitimately seek an enhanced disclosure. Where this level of contact is not a feature of the work done, organisations may be eligible to seek standard disclosure checks where the criteria are met.

In last month's budget, Alistair Darling announced that public services would have to cut costs by becoming more efficient. But organisations like the New Economics Foundation (nef) has always believed that striving for efficiency often jeopardises the quality of the services offered, leading to poorer outcomes and, ultimately, greater costs in the long-term.
nef has pioneered the use of Social Return on Investment principles (SROI), a way of measuring the value of the things we do, not just in economic terms but also in social and environmental terms. Fortunately, the Government is beginning to take notice: the Cabinet Office has just published a guide to SROI, which has been co-authored by nef staff.

I am a lecturer at the School of Nursing and Midwifery (University of Dundee)in Fife and Tayside having spent many years nursing people aged 65 years and over. I have recently started to undertake my PhD and would greatly appreciate the involvement of people over 65 years in developing my research methods.
Over 3 million people in the UK have bladder problems and 1 in 3 people aged over 18 will have bladder problems at some time in their life. Sometimes older people in hospital may not have the same opportunities for their bladder problems to be assessed and they may not always be offered the same treatments as younger people.
I hope to explore what hospital patients aged 65 years and over who have bladder problems think of this condition and what they think about treatments that are offered to them. I would then like to compare these people's opinions with the nursing students who are looking after them. I intend to use a questionnaire to explore thoughts about bladder problems as a condition and to spend some time talking to participants to find out a bit more about their views on treatments offered.
This study may identify what older people really think about their bladder problems and treatment in comparison to what nursing students think. It hopes to be able to identify the best ways for people aged 65 and over to be helped to manage and improve their bladder problems and how nurse teachers can educate future nurses.
I would be very grateful indeed if I could speak with people aged 65 years and over to discuss this study. I am particularly interested in opinions about how best to approach possible participants; but I would also like input into what could be added to the questionnaire and what is important to include when interviewing people about treatments. It is not expected that any person volunteering to speak with me should have bladder problems - and this will not be explored with anyone who does offer to meet me.

Fife Shopmobility, which lends manual and powered wheelchairs and scooters for use around the shopping centres in Kirkcaldy and Glenrothes, opened a new service in the Kingsgate Centre, Dunfermline on 15 May 2009.
The Service was opened by MSP Jim Tolson, who cut the ribbon and handed over the keys to the custom built premises to Alan Mentiplay, Fife Shopmobility Chairman. The event was attended by 30 people all of whom played key roles in bringing Shopmobility to the Dunfermline Community.
Directors extend their thanks and appreciation to everyone who is supporting Shopmobility and for the best wishes recieved for the success of the new service.

Talisman Films Scotland are pleased to annouce the completion of their latest DVD "Dunfermline Opera House from Fife to Florida". The DVD charts the history of this famous theatre from it's opening in 1903, it's closure in 1955, the use of the building as a cabinet makers workshop for over 20 years. The Theatre was threatened with demolition in 1981/2 to make way for the Kingsgate Shopping Centre and new bus station. In 1982 the interior was cut up and stored in a container, then in January 1983 the exterior was demolished. The interior of the Theatre was then sold on to the Asolo Rep. Theatre and over the next 3 years the Opera House was restored to it's former glory in Sarasota Florida.

The Scottish Government, in conjunction with other administrations in the United Kingdom, is closely monitoring the situation in Mexico regarding confirmed cases of swine influenza. There is no immediate threat to public health.
Two people who have recently returned from a holiday in Mexico have been admitted to Monklands Hospital in Lanarkshire for precautionary assessment. Their current condition is not causing concern.
As a sensible precautionary measure, NHS Fife is in readiness to implement the national flu pandemic plan and regular updates on the situation will be issued through the national and local media.
All members of the public can help prevent the risk and spread of infection by washing hands properly with liquid soap under running water after blowing your nose, coughing or sneezing and disposing of any tissues immediately after use.

The Equality Grants Programme (funded by the Equality Unit, Scottish Government) provides grants and development support to organisations working in different streams of the equality agenda across Scotland.
The Programme Manager will lead the overall management of the Equality Grants Programme including promoting and developing a learning culture within funded organisations and building partnerships with strategic stakeholders.
We are looking for someone who has substantial experience of managing complex projects and relationships, including budget management. OSCR has published guidance on compliance with the Charities and Benevolent Fundraising (Scotland) Regulations 2009. The Regulations have been keenly awaited by the sector and take effect from 1st July 2009. The Regulations specify how fundraisers must operate in their dealings with charities and the donating public. OSCR's guidance has been produced jointly with the Institute of Fundraising Scotland and hard copies are to be issued to IOFS members as well as to Scottish members of the Public Fundraising Regulatory Association and Fundraising Standards Board.

Comic Relief has announced that it is now accepting applications for grants through its Red Nose Day Programmes (2009 -12).
Grants are available through a number of programme areas and it has also announced two new programmes coming soon in the areas of; Young Carers (managed by the Princess Royal Trust for Carers); and Older People. There are no minimum or maximum grants in most of these programmes, but on average grants are of between £25,000 and £40,000 per year.
Comic Relief are keen to make sure that the funding reaches all parts of the UK, especially areas which often miss out, such as rural communities. The next deadline for applications is the 24th July 2009. For more information, please visit the Comic Relief website.

The Voluntary Action Fund's (VAF) Community Chest grant has re-opened for new applications.
The grant is aimed at smaller community groups and voluntary organisations across Scotland and will provide grants of up to £1,000, as well as free training to groups with an annual income under £25,000. Applications can be made for a wide range of activities or operational costs and are welcome throughout the year with 31st March, 30th June, 30th September and 31st December deadlines.

Self Management Fund for Scotland launched
The Long Term Conditions Alliance Scotland (LTCAS) is delighted to announce that following final confirmation from the Scottish Government, the Self Management Fund for Scotland is now open for applications.
The Self Management Fund is available to voluntary organisations and community groups throughout Scotland to support work to encourage people living with long term conditions to learn more about the management of their condition, and to be become active partners in their own care.
The fund is set at £2 million per year, over the next two years.
The Self Management Fund will encourage good practice to be shared and innovative approaches to be developed. LTCAS will work with those organisations who will receive funding to capture learning gained through the projects and share this widely across Scotland.

Volunteers meet fortnightly with a young person (12 - 18 year olds) to proved regular practical, social and emotional support and aim to help the young person access social and community activities and resources.
A training course is to be held in October 2009.
